The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must emply one of the authorized ballas water management methods listed in 33CFR151.2025(a). Vessel's ballast water management system is inoperable. Vessel has been granted an extraordinary circumstance to emply the ballast water management method listed in 33CFR151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP Zone.
