Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with 46 CFR 80.59 once every five years. Vessel's Communications Act Safety Radiotelephony Certificate does not include the vessel's EPIRB (box not checked) as being verified during the issuance of the certificate (OCT 2025). 46 CFR 184.502 47 CFR 80.93

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Repair to the satisfaction of the U.S. Coast Guard.

Vessel must comply with applicable requirements set forth in 47 CFR part 80. FCC Safety Certificate was not onboard and the master did not have an FCC operators permit. 46 CFR 184.502

Each item of lifesaving equipment must be in serviceable condition. 04 life jackets require new retro reflective tape. Passenger count is reduced to 126 until this is corrected. 46 CFR 176.808

At each inspection all machinery to include generators shall be inspected. Both generators had loose belts allowing contact with the machinery guards. Properly tension generator belts to the satisfaction of the Coast Guard. 46 CFR 176.804

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel was due for COI annual inspection on 23FEB23 and has yet to receive a COI inspection. Vessel shall not operate with passengers until annual has been completed. 46 CFR 176.100

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB. EPIRB registration is expired. Vessel is limited to Lakes, Bays and Sounds until EPIRB is registered. 46 CFR 180.64

MSD shall comply with 33 CFR Part 159. MSD found overflowing and leaking in forward internal space. Make repairs or replace MSD with larger MSD. MSD to accommodate passengers. 46 CFR 184.704

Crew members shall be trained for emergency situations onboard. During fire drill, deckhand was unfamiliar with fire isolation valve above pump. 46 CFR 185.420

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. It is mandatory that each 406.0-406.1 MHz EPIRB be registered with NOAA before installation and that information be kept up-to-date. There was no proof on board to show that the EPIRB was registered with NOAA. Provide proof to USCG. Vessel is limited to operations within three nautical miles of land within COI route until rectified. 46 CFR 184.502 47 CFR 80.1061(e)

Each ring buoy on a vessel must be approved with 160.050 in sub-chapter Q of this chapter. Both ring buoy grab-lines are deteriorated and not serviceable. 46CFR180.70

provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. An opening within the ventilation duct has free communication between the engine room and #3 compartment. 46CFR182.465(h)

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). The electric bilge pump in compartment #4 is inoperable. The hand operated bilge pumps hose does not reach the weather-deck. 46CFR182.520

The operator must get vessel underway and conduct drills as required. Vessel has not conducted fire and abandon ship drills as required by OCMI. 46CFR176.404

Where flexible non-metallic hose is permitted for use in piping systems by this section, it must meed SAE J-1942 or be specifically approved by the commandant. Vessel has a short length of fuel hose of unknown approval on both main engines. 46CFR182.720(e)

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at engine end of the fuel line to stop the fuel flow when servicing accessories. Vessel has no shutoff valve on the engine end of the fuel line. 46CFR182.455(b)

The operator must secure each type I or II device in a manner which prevents discharge of treated or untreated sewage. Vessel does not have a means to secure sanitation device. 33CFR159.7(b)

A vessel must carry either a first-aid kit approved under series 160.041 or a kit with equivalent contents and instructions. Vessels first aid kit has multiple expired products. 46CFR184.710

An exposed hazard, such as gears or rotating machinery, must be properly protected by a cover, guard, or rail. Belt guards on the port main engine, and both generators were both removed. 46CFR960

Cable and wire for power and lighting circuits must: be listed by Underwriters Laboratories (UL) as UL Boat or UL Marine cable. Vessel has a portable extension going from electrical closet to operators station, used as permanent wiring. 46CFR183.340(d)

each vessel must be equipped with at least 2 operable portable battery lights. One of these lights must be located at the operating station. Vessel did not have a portable light at the operating station. 46CFR183.430

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated on the vessel's security letter, the maximum number of passengers allowed on an upper deck must be indicated by durable markings of at lease 25 millimeters. Vessel has decals printed, but not yet installed. 46CFR185.602(g)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Vessel has decals printed, but not yet installed. 46CFR185.604(f)

On a vessel of not more than 65 feet carrying more than 49 passengers the minimum capacity of the fire pump must be 50 gallons per minute at a pressure of not less than 60 psi. Vessels gauge is not operable, pressure could not be verified. 46CFR181.300(b)

Spanner wrenches must be provided where a 1.5 in ch diameter firehose is required. Vessel does not have a spanner wrench onboard. 46CFR181.310(d)

A hatch cover must have securing devices and be attached to the hatch frame or coaming by hinges, captive chains, or other devices. Vessel did not have captive chains installed.

As appropriate for the intended voyage, a vessel must carry adequate up-to-date: charts of a large enough scale to make safe navigation possible. Vessel did not have updated charts on board.

The stability letter must be posted under glass or other suitable transparent material such that all pages are visible. Vessels stability letter was not posted. 46CFR176.306

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. Vessel has 02 holes in the weatherdeck deck above compartment #3 that were not documented or approved by the coast guard. Submit repair proposal or provide evidence of Coast Guard approval to satisfaction of marine inspector. 46CFR176.700

PRE-ENGINEERED FIXED GAS FIRE EXTINGUISHING SYSTEMS MUST HAVE A LIGHT TO INDICATE DISCHARGE AND AUDIBLE ALARM THAT SOUNDS UPON DISCHARGE AT THE OPERATING STATION. (46CFR181.420)

Vessel's watertight bulkheads are not completely sealed. Renew caulking and seal all penetrations in watertight bulkheads.

Engine room fuel filter is missing flame shield. Install flame shield or change filter type.

MSD treatment pump removed for servicing. Install MSD pump to satisfaction of the attending CG Marine Inspector.

Light on magnetic compass disabled. Reconnect wiring and prove operation.

Forward lifejacket storage compartment can be locked. Disable or remove locking mechanism.

First watertight bulkhead not watertight at PVC pipe. Properly fill in void.
