INERT GAS SYSTEM - Tank environmental control column H - INERT: inerting (9.1.2.1) PAD: Liquid or gas padding (9.1.2.2) dry:drying (9.1.2.3). PSCO observed the installed Nitrogen Generator was not working. Due to the small deadweight of 5794MT and cargo tank capacity less than 3000m3 SOLAS II-2/4.5.5 is not applicable, however the IBC Code requires certain cargos to be inerted, padded or dryed as shown in Chapter 17 column 14. Until the vessel can prove proper operation of the Nitrogen Generator and Oxygen content monitor it cannot carry (Load or Discharge) any cargos with "Inert, pad, or Dry" listed in column H of Chapter 17.

Condition after survey The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Port State Control Officer observed the fixed gas detection required by SOLAS (04) II-2/4 5.7.2.2 is not operating as designed. However the vessel has 3 portable instruments meeting SOLAS (04) II-2/4 5.7.1 with sufficient flexible hoses to test double bottom.
