The vessel lost propulsion, whilst in transit in the Port of New York and New Jersey. Vessel's crew purportedly discovered and remedied a loose linkage in the main engine's governor.

Oil filtering equipment shall have regard to the specification recommended by the organization (MEPC 107(49)). The arrangement on board the ship for the extraction of samples from the 15ppm alarm should give a truly representative sample of the effluent with an adequate pressure and flow. The PSCO observed the OWS to continue to operate with 3-way valve open to overboard (recirculating) with effluent sample to oil content meter needle valve closed (no sample). Same operates with fresh water open to OCM and with OCM discharge closed. 73/78 MARPOL (2011 cons.) I/14.7, MEPC 107(49)

PSCO OBSERVED 04 RUNGS ON PORT SIDE PILOT LADDER HAD BEEN REPLACED BY CREW, AND MORE THAN HALF OF THE RUNGS ON STARBOARD SIDE PILOT LADDER HAD BEEN REPLACED BY CREW. REPAIRS DID NOT RETURN LADDERS TO IRIGINAL CONDITION. CHANGES WERE MADE WITHOUT SANCTION OF THE ADMINISTRATION. 10101.
