The main steering gear and rudder stock shall be capable of putting the rudder over 35 degrees on one side to 35 degrees on the other side. During pre-departure checks, the captain noticed that the steering was not properly functioning in both manual and auto. The local ABS surveyor attended the vessel after repairs were made by a technician and noted that the #1 steering system was only capable of operating in non follow up mode. Make proper repairs to the steering gear and prove proper operation to the satisfaction of the Coast Guard and Classification Society to ensure the steering system is fully functional prior to departing Newport News, VA. -74 SOLAS (14) II-1/3.2

Resolution: Received a class report attesting to repairs. The number 2 steering system is fully functional, however, the number 1 steering system only works in Non Follow Up. Received another class report clearing the deficiency. See attached.
