Vessel's VDR was reported to be inoperable. 74 SOLAS (2020 Cons.) V/ 20.1.4.

Resolution: The permanent rectification of the VDR has been completed by a service engineer, at anchorage on 18 November 2023. Remote survey with class has been completed and Issued full term SE certificate and deleted the condition from Class status report.

Such manuals shall be to the satisfaction of the administration. PSCO observed changes in the crude oil washing manual made by crew that were not approved by the vessels classification society.

On a tank ship each cargo tank must be equipped with an overfill device including an independant audible alarm. Audible portion of the overfill alarm did not work on deck. Must be repaired prior to cargo loading operations.

Resolution: Received satisfactory class report stating that the Programable Cirtcuit Board (PCB) was replaced by the ships electrician. Surveyor tested all cargo, slop, and residual overfill deck alarms and found them operational. NFA.

A tank vessel must have, a mechanical means of closing each drain and scupper in the container or enclosed deck area. The installed drain line on the stbd manifold containment was leaking through the drain connection and a visible sheen was present on deck. Identified an issue with the pipe flange that needs to be repaired. Repair prior to the use of lines protected by stbd manifold containment..

Resolution: Receied class report from RINA attesting to the repair of the pipe flange and tested. Found satisfactory.
