The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons aboard. PSCO identified leaking piping in the dairy chamber causing an odor and rusty water to saturate the piping resulting in corrosion.
Action required: 50 - Rectify deficiencies w/in 30 days

Administrations may allow a seafarer to serve for a period of not exceeding three months on a ship entitled to fly its flag. Chief Engineer applied for Liberia endorsement on 11DEC18 where certificate of receipt of application examined by PSCO certified "Certificate NO: 6931". However, Venezuela license for C/E was certificate NO: 7166. Therefore, national license and flag state endorsement failed to recognize the same certificate. Master contacted Liberia and corrected certificate of receipt of application is valid for C/E.
