The Inert Gas System shall be capable of inerting, purging, and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen content. Port State Control examiners attempted to test the Inert Gas Generator system and found it to be inoperable. Ship's Maintenance log indicates system was found in good condition, however, vessel's crew stated system has be down for two months. Multiple issues were found with the system, scrubber overboard discharge valve siezed in the closed position, broken sea water valve handle requiring use of wrench to open/close, and actuator for the burner unit was broken off mount.

Port State Control examiners identified the Fixed Gas Detection panel door located in Cargo Control Room had been modified with no evidence of Classification Society or Flag State approval. Examiners observed that the panel door had a 4" x 4" cutout with a fan installed to pull air into the gas panel.

The last 1.0 meter (3.3 feet) of vapor piping upstream of the vessel vapor connection and each end of a vapor hose must be - 1) Painted in the sequence of re/yellow/red. The width of the red bands must be 0.l meter (0.33 foot) and the width of the middle yellow band must be 0.8 meter (2.64); and labeled with thew word VAPOR painted in black letter at least 50.8 millimeter (2 inches) high. Port State Control examiners observed the required painted dimensions of red/yellow/red did not meet the required widths, approximately a foot shorter than what is required.
