Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. PSCO found deteriorated fuel priming bulb on rescue boat. Ships crew were unable to start the engine.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects shall remain fit to proceed to sea without danger to the ship or persons onboard. PSCO observed soft patch on seawater piping for outboard freshwater low temperature cooler and multiple pinhole leaks on inboard FW [name withheld].
