Every tanker shall be provided with means to enable the crew to gain safe access to the bow. If obstructed by pipes or other fittings of a permanent nature, be provided with means of passage over such obstruction.
Vessel was constructed having each tank with COW and cable transit pipes running through the safe access passageways on deck, with no means of passage over the given obstructions.
