The main steering gear and rudder stock shall be capable of putting the rudder over 35 degrees on one side to 35 degrees on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed and under the same conditions from 35 degrees on either side to 30 degrees on the other side in not more than 28 seconds.
The main steering gear and rudder stock went from 35 degrees on either side to 30 degrees on the other side in 27.99 seconds while in port. Each individual pump went from 35 degrees on either side to 30 degrees on the other side in 50 seconds.

Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. During life boat lowering exercise, davit arms lowered at a different rate, causing the lifeboat to be at an uneven trim at the embarkation level. At this time it was observed by the PSCO, that the wire rope used on the fwd davit wire was warped and becoming unbraided.

The minimum luminous intensity of light shall be in accordance with COLREG Rule 22. The starboard navigation light mount is loose which does not meet the luminous intensity and arc of visibility required by COLREG rule 22. 33CFR84.15
