The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. The vessel's safety cert was past its due date. 47 CFR 80.903

Each Class 1 door must be designed to withstand a head of water equivalent to the depth from the sill of the door to the margin line. The storage tank must be permanently connected by piping so that the hydraulic system can be readily recharged from within the steering-gear compartment and must be fitted with a device to indicate liquid level that complies with § 56.50–90 of this subchapter. The difference was 10 degrees between the RAIs from the bridge and aft steering.
