The master shall ensure that the chief engineer has certified that the following additional operating conditions will be satisfied so long as the vessel is underway within RNA. Main propulsion machinery is available to immediately respond to the full range of maneuvering commands any load-limiting programs that would limit the speed of response to engine orders beyond that needed to prevent immediate damage to propulsion machinery are capable of being overriden immediately. Master not familiar with cancel limit control function. Provide corrective action from company with concurrence from administration. 33cfr165.810(a)(f)(3)(iii)

Resolution: Coorective action plan was recieved from the company with concurrence from administration. Master and Chief Engineer received training. A safety poster was placed near to engine controls and on the Bridge.

The electrical power available shall be sufficient to supply all those services that are essential for safety in an emergency, due regard being paid to such services as may have to be operated simultaneously. PSCO observed the emergency generator fan was not functioning at all due to wasted belt. Emergency generator found questionable to operrate for period of 18 hours. 74 SOLAS (09) 11-1/43.2

PSCO observed garbage management plan not sufficiently outlined procedures for separation of garbage prior to incineration and does not include ship specific equipment for garbage disposal.
