PSCO observed during an exam, the following: Failure of the company and ship to properly manage condition of cargo hold hatch coaming structure, fixed CO2 system for paint store. An External ISM Audit is required prior departure.

After any survey of the ship under Article 14 has been completed, no change shall be made in the structure, equipment, arrangements, materials or scantling covered by the survey without sanction of the administration. PSCO observed cracks in the hatch coaming structure at the rack and pinion device on cargo holds numbers 4, 5, and 6, both port and starboard sides. In addition to cracks observed in steel support members, steel is wasted and heavily corroded around the weathertight closures of cargo hold #s 4, 5, 6.
