PSCO observed water mist system in manual mode and fresh water valve aft of high pressure pump was closed. C/E stated work was conducted this morning but could not provide record of maintenance. Last record was 01 December. After ships crew changed system, PSCO tested smoke detector above #2 generator and water mist system activated for that zone. Ship could not provide manual for system and operates with a UMS. SOLAS 74a (09) II-2/14.2.1.2 - Vessel detained to the satisfaction of RO/RSO & Coast Guard (30ac)
