Structural Standards - An existing vessel may be deemed by the OCMI to be in compliance with this subpart provided that the vessel is built, equipped, and maintained to conform to the rules of a recognized classification society appropriate for the intended service and routes, but not classed. Port and Starboard bow side shell plates need to be cropped and renewed to original scantling at least 6 inches past the first set of transverse frames. Weather deck at the bow around the forward bits need to be replaced to original scantling. Multiple transverse frames in the forward void space are severely wasted and need to be cropped and renewed to original scantling.

Piping and tanks exposed to the outside of the hull must be made of metal and maintained in a leak free condition. The fuel tank goose-neck vent located on the port side exterior was found with multiple pin-holes. Vent was temporarily repaired with steel epoxy. Tank vent needs to permanently repaired to the satisfaction of the attending marine inspector.

Closure devices must be provided for deckhouse or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. The gasket material on the forward void hatch was incorrectly sized for the application and must be replaced with an appropriately sized gasket and chalk tested to the satisfaction of the attending marine inspector. The doors leading to the engine room are wasted and no longer maintain watertight integrity. The door must be replaced or repaired to the satisfaction of the attending marine inspector. The starboard deckhouse door needs to be properly installed to close and seal as designed.

The vessel's side-shell plating, where the two forward most plates meet, along the stem are completely wasted along the deck-line, and are no longer present along a 6"x3" area on the stbd plate and 3"x3" area on the port plate. Complete hull gauging in the vicinity of the wastage, provide a repair proposal, and effect permanent repairs to the satisfaction of an attending marine inspector.

Decks and bulkheads designed to be watertight or weathertight must be maintained in that condition. Deck wastage was noted around the exhaust funnel allowing water intrusion into the engine room. The deck area surrounding the funnel should be stripped to bare metal to assess the extent of wastage and properly repaired by welding. The securing devices affixing the funnel to the ship were wasted or missing and should be replaced to ensure a proper seal.

The vessel is fitted with an out of service bilge suction manifold and has a pipe that runs from the machinery space, through the fuel tank, into the forward void. The pipe union that transits the fuel tank shall be capped on both sides of the fuel tank to eliminate the possibility of a fuel leak through the pipe run into the machinery and void spaces.
