Resolution: Vessels crew purged the lines that were fixed between the cargo pump room and the cargo control room monitor. Once the lines were purged the atmosphere in the CCR was back down to 0% LEL. Class and Coast Guard were onboard to clear this deficiency.
A manual stop-valve has been installed in the OCM sample line that is not authorized by the approved drawings for the system. 73/78 MARPOL (2011) I/14.6
