Resolution: Vessel troubleshot during the examination and identified a loose bolt that prevented the pull start from engaging. Vessel demonstrated ability to start the engine prior to examination completion.

The high level alarm must alarm before the tank overfills, but no lower than 95% of tank capacity. Vessels 1 port, 1 starboard and 5 starboard high level alarms do not work. VSL may not load cargo into said tanks in the US until corrected. To the satisfaction of class.
