Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. During testing, the rescue boat engine failed to start.

Resolution: Vessel troubleshot during the examination and identified a loose bolt that prevented the pull start from engaging. Vessel demonstrated ability to start the engine prior to examination completion.
