PSCO OBSERVED AN EXPLOSION PROOF RATED CERTIFIED SAFE LIGHT FIXTURE ON THE EMERGENCY LIGHTING CIRCUIT INSIDE OF THE CARGO PUMP ROOM IS MISSING THE REQUIRED EX RATED PLUG. VESSEL IS RESTRICTED FROM CONDUCTING CARGO DISCHARGE OPERATIONS. 74SOLAS(20) II-1/45.10.2 - ACTION TAKEN 34AC - OPERATIONS RESTRICTED. (COC DEFICIENCY REPORT -OFFSHORE EXAM)
