Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed lifeboat engine was unable to start repeatedly installed battery system.

Action required: 17 - Rectify deficiencies prior to departure

Resolution: Received techinicians report and attended vessel to verify that new batteries installed and both were able to be started independently.

Maintenance,testing, and inspections for the water mist system shall be carried out based on the guidelines developed by the organization. PSCO noted crew was unable to provide documentation for required annual maintenance of water mist system in accordance with MSC.1/Circ. 1432.

THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ON BOARD. FUEL LINES ON THE AUXILIARY ENGINE FOR EMERGENCY GENERATOR HAS MINOR LEAKS ON IT. THE LEAK HAVE BEEN PRESENT FOR SOMETIME DUE TO THE DISCOLORATION OF THE PAINT ON THE AREA.
