The area around the wheelbox and the lazarette was showing signs of water intrusion and progressive wood rot. Vessel was given until next dry dock due no later than May 31, 2026. Shipwright & vessel crew commenced removal of the wheel box, planks and associated deck beams until they got to good wood. The area was opened up but was not completed prior to departure from Savannah. Upon completion of the work, Vessel is to contact the cognizant OCMI to ensure repairs were conducted in a satisfactory manner.

Each vessel certificated to operate on an oceans route in cold water must be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. Vessel has two out of three life rafts installed on board and is missing primary lifesaving for 20 total persons. Vessel may operate as a recreational vessel. Vessel is restricted to 32 total persons on board while operating as a Subchapter R vessel. Vessel is restricted to a Lakes Bays Sounds route in warm water if carrying more than 40 total persons while operating as a Subchapter-T vessel. 46 CFR 180.207(c) 46 CFR 169.515(b)

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; Vessel had exposed wire inside forepeak.

A vessel is inspected for compliance with the standards required by this subchapter. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Vessels port side shaft seal was leaking water into engine room bilge.

Piping, including valves, pipe fittings and flanges, conveying vapor, gas, or liquid, the temperature of which exceeds 65.5 °C (150 °F), must be suitably insulated where necessary to prevent injuries. Vessel was missing insulation on exposed exhaust piping.

Each vessel certificated to operate on an oceans route in cold water must either: (1) Be provided with inflatable bouyant apparatus of an aggregate capacity that will accomodate at least 100% of the total number of persons permitted on board. Vessel has sent liferafts to facility for recertification. Vessel is authorized to operate under Sub-Chapter T within 1 nautical mile of shore. Vessel is not authorized to operate under Sub-Chapter R. Vessel is authorized to operate as a recreational vessel without the liferafts on boards so long as no passengers or sail school students are on board until 17September2025.

Each life jacket carried on a vessel on oceans, coastwise, or Great Lakes route, must have a life jacket light. Vessels life jacket lights were not illuminating.

Watertight doors and watertight hatches must be marked on both sides in clearly legible letters at least 25 millimeters (1 inch) high: “WATERTIGHT DOOR—KEEP CLOSED” or “WATERTIGHT HATCH—KEEP CLOSED”, unless such markings are deemed unnecessary by the cognizant OCMI. Vessel was missing required markings on engine room watertight door.

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter. Vessel did not have required battery installed inside floating light.

A fire hose with a nozzle must be attached to each fire hydrant at all times. Vessels fire hose on fire station two was damaged.

On sailing vessels: Rigging plan showing sail areas and centers of effort as well as the arrangement, dimensions, and connections of the standing rigging. Vessel was missing required rigging plan.

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. During the planned sea trial, the port engine reported a low oil pressure alarm and would not start.

Prior to sailing with passengers, the vessel must conduct a sea trial under engine and sail power to the satisfaction of the attending Marine Inspector.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall have the vessel ready for inspections of the hull structure and its appurtenances. One of the chain plates for the fore mast on the starboard side was found to have been damaged in an earlier event.

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: annual maintenance and recharging of extinguishers. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Servicing conducted on 14AUG24 noted five failed extinguishers currently on board, some inspection tags noted the last servicing was conducted in AUG23, and the CO2 extinguisher in the forecastle berthing space was found to be partially discharged.

Vessels having overnight accommodations for passengers or operating on an Oceans route must have an interconnected fire detection system installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. The interconnected detector in the engine room was not linked up with the vessel's other detectors.

The vessel owner or operator must pay the annual vessel inspection fee each year on or before the vessel's user fee anniversary date. The user fees were found to be past due and have not been paid since the current owner purchased the vessel in 2022.

The shutoff valve at the tank must be manually operable. Shutoff valves for both port and starboard fuel tanks were seized and not operable by hand.

The pump outlet of fire pumps must be fitted with a pressure gauge. The pressure gauge installed on the outlet of the fire pump was not operating properly.

Each vessel must carry a certificate with a valid endorsement while subject to the Bridge-to-Bridge Act. The vessel did not have a valid Bridge-to-Bridge certificate on board.

Observed a holed area on the keel at the turn from the bow stem on the port side. Open up this area to further determine the extent of the damage. Upon evaluation of the extent of the damage, contact the marine inspector to discuss repairs.

Both cutlass bearings were worn and the shaft appeared to be leaning on the inboard side at the hull penetration. Replace both the port and starboard side shaft cutlass bearings.

Observed area of rotten wood below the wheel box in the lazarette. This area was concentrated to a section on the port side, adjacent to the ladder. Vessel Representative stated the crew was aware of the water intrusion and made temporary repairs to arrest the leak. The area is also being dried out and monitored by the crew. The vessel representative stated that for this yard period, they will be concentrating on the removing the monkey deck and asked to defer permanent repairs in the lazarette until the next dry dock. In the opinion of this inspector, this area can be deferred until the next dry dock. THIS DEFICIENCY HAS BEEN DEFEERED TO THE NEXT DRY NO LATER THAN MAY 31, 2026.

The water ingress was coming from the aft corner of the galley doghouse above where water was collecting on the deck. Vessel Representative stated the crew was aware of the water intrusion and made temporary repairs to arrest the leak. The area is also being dried out and monitored by the crew. The vessel representative stated that for this yard period, they will be concentrating on removal of the monkey deck and asked to defer permanent repairs in the galley space until the next dry dock. In the opinion of this inspector, this area can be deferred until the next dry dock. THIS DEFICIENCY HAS BEEN DEFEERED TO THE NEXT DRY NO LATER THAN MAY 31, 2026.

Fuel piping shall be effectively secured against excessive movement and vibration….. Supply and return fuel lines for the service generator are not secured in a way that prevents excessive movement. Properly secure fuel lines and make available for inspection.

Penetrations and openings in watertight bulkheads must have a means to make them watertight. Cable penetration from galley to engine room is not watertight. Make watertight.

One length of firehose must be provided for each fire hydrant required. The aft firehose ruptured during testing. Renew firehose.

Each vessel that relies on electricity to power the following loads must be arranged so that the loads can be energized from two sources of electricity: vital systems listed in 46CFR182.710, interior lighting except for decorative lights, communication systems including PA system, and navigation equipment and lights. Vessel's second generator on board was not suitable to take the load of the vessel's vital systems.

Vessels constructed of wood must provide bilge level alarms in all watertight compartments except small buoyancy chambers. Bilge alarm in forepeake was inoperable.

The monitoring device(s) must be arranged to ensure proper coverage of the passenger accomodation spaces, common areas, and spaces with potential fire hazards. Install (02) additional monitoring alarm stations. One in each passenger accomodation space forward of Masters bunk room. The vessel is restricted from carrying passengers overnight while operating as a small passenger vessel until additional monitoring devices are installed to the satisfaction of an attending Coast Guard Marine Inspector.

A vessel of more than 65 feet in length must carry 3 approved life rings in accordance w/ 160.050. One ring life buoy found unserviceable. Replace to satisfaction of attending CG marine inspector.

U.S. vessels that transport 6 passengers for hire shall pass an inspection of the radio installation by an FCC licensed technician in accordance w/ 80.59, once every 5 years. If a ship passes inspection, the technician will issue a Communications Act Safety Radio Telephony Certificate. Vessel does not have a Safety Radio Certificate.

Submit electrical plans to MSC for the installation and use of the monitoring device used to ensure the wakefulness of the watchmen required by 46 CFR 185.410(b). Contact the nearest OCMI when plans are approved for a marine inspector to attend and verify plans match installation. The vessel is restricted from carrying passengers overnight while operating as a small passenger vessel until plans are approved and verified. 46 CFR 185.410(b)

Submit all relevant plans to MSC for the installation of the interconnected fire detection system required by 46 CFR 181.450 for all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. The vessel is restricted from carrying overnight passenger or operating as a small passenger vessel on a coastwise or oceans route until plans are approved and verified by an attending marine inspector. 46 CFR 181.405(c)

Submit plans to the cognizant OCMI, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required per 46 CFR 185.410(b)

Install an interconnected fire detection system in compliance with § 181.450 in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces.

Each space accessible to passengers or used by the crew on a regular basis, must have at least two means of escape, one of which must not be a watertight door. An escape door, hatch, or scuttle located directly above, or dependent on, a berth to aid in means of escape is prohibited 177.115(c) and 177.500(n) Submit plan proposal to rectify the use of the upper berth to aid in means of escape for #2 berthing compartment.

Submit written request to the cognizant OCMI in accordance with 46 CFR 169.218 for consideration to be designated as a "Sailing School Vessel".

Vsl is broadcasting: Invalid IMO #, NAME with Vsl type precursor (NAME must not include Vsl type precursors, e.g. F/V, M/V), no static draft information,and greater/smaller than expected vessel length.

Generator Fuel Pump not pumping under lower fuel conditions; temporary fuel pump installed must meet 46 CFR 182 & 183 or remove from service.
