Machinery and electrical systems must be maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Starboard main engine lost RPMs while vessel was entering the Port Allen Locks due to a suspected oil leak in the gear box. Provide a TPO report attesting to the repair and proper operation of the starboard main engine. If stbd main can't be repaired on site to the satisfaction of the TPO, company must submit a transit plan to [name withheld] for review prior to movement. In accordance with CVC Policy Letter 17-10, the above deficiencies may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.
