Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order ready for immediate use. PSCO observed quoits on the rescue boat and the lifeboat to not be in working order and ready for immediate use. 74 SOLAS (20) III/20.2

PSCO observed the light attached to a life buoy on deck to be extinguished and the flashlights on the rescue boat and lifeboat to be inoperable. 74 SOLAS (20) III/20.2

1430 - Each emergency generating set arranged to be automatically started shall be equipped with starting devices with a stored energy capability of at least three consecutive starts. A second source of energy shall be provided for an additional three starts within 30 minutes unless manual starting can be demonstrated to be effective. PSCO noted that the electrical means of starting failed. The battery was replaced on the spot and electrical means of starting was verified by PSCO. 74 SOLAS (04) II-1/44.2
