PSCO attended vessel after a report of a propulsion irregularity. Crew conducted troubleshooting finding a faulty flow meter on MDE fuel systemcausing a restriction of fuel to the MDE and cusing a loss of RPM down to 55 RPM.
Condition: Design Flaw
Action required: 60 - Rectify deficiencies prior to movement
Resolved 20 January 2021
Resolution: The crew was able to clear lhe sludge from the flowmeter and re'assembled same. The engine crew then returned the fuel supply system to normal operating conditions-the fuel flow meter was brought back on-line.
