The Coast Guard recorded this vessel and the following in the same
inspection activity — normally a tug and the barges in its tow. A recreational or
unclassed hull in the same activity is held and not published, so it does not appear
here: these lists are a floor, not a complete manifest.
Barge EMS 377 reported damage to and around the forward headlog/starboard corner with water ingress into the forward void. This damage was the result of a bridge allision. Satisfactory temporary patches have been made by the company TBSIP inspector and in-person inspected and approved by attending USCG Inspectors.
The barge is allowed to transit from Melville, LA directly to Philips Nederland in Port Arthur, TX to discharge the current cargo aboard. After which the barge will proceed, empty without cargo, directly to the EMS shipyard for permanent repairs in Houma, LA. Contact MSU Houma for permanent repair process oversight.
The transit must be in accordance with company provided transit plan provided on 27NOV2021. Specifically this transit to Philips Nederland will be made during daylight hours only, with visual rounds conducted of the damaged areas every 30 minutes to ensure no change in barge conditions, additionally an emergency dewatering pump must remain pre-rigged and ready for use near the damaged forward void of the barge.46 CFR 32.60-1
