74SOLAS(2014ed)II-2/4.1.1 The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. The following functional requirements shall be met. Means shall be provided to control leaks of flammable liquids. PSCO observed valve on Diesel Oil Service Tank actively leaking. The valve was wrapped in an oil soaked rag and dripping diesel oil was caught in 03 plastic containers.

74SOLAS(2020ed)III/14.1 Rescue boats shall be stowed in a state of continuous readiness for launching in not more than 5 min. The vessel could not start the rescue boat engine within 5 minutes. After not less than 10 minutes, with intervention, the rescue boat was able to start but displayed hunting while at idle.
