Pressure relief valve should be set and sealed by a competent authority acceptable to the administration and a record of this action, including the valves of set pressure should be retained aboard the ship. The #2 cargo safety relief valve (#22619) is not sealed. Vessel could not provide port state control officers with a record of relief valve settings.

Resolution: Vessel provided necessary documentation. Master issued a written statement that the valve setting has not been tampered with. Classification Society Surveyor (Bureau Veritas) ensured new tag and seal were placed on #2 cargo tank relief valve.

Emergency shutdown valves in liquid lines should fully close under all service conditions within 30 seconds of actuation. Port state control officers observed all 8 (4 port and 4 starboard) manifold liquid lines took 32 to 35 seconds to close after activating the emergency shutdown.

Resolution: Vessel crew was able to adjust timing of emergency shutdown valves before end of the port state control examination. Port state control officers observed all 8 manifold liquid lines closing under 30 seconds after activating emergency shutdown.

The gas detection equipment should be capable of sampling and analysing for each sample head location sequentially at intervals not exceeding 30 minutes. Port state control officers obeserved an open valve in the cabinet of gas sample system which was diluting the samples. This prevented the system from showing an accurate reading from any of the sample points.

Resolution: Vessel crew closed valve and let gas detection system properly sample each head location within 30 minutes. Vessel crew properly calibrated system and no alarms sounded while system took samples.

Unless a cargo tank carrying LNG can withstand the pressure build up due to boil-off for 21 days, the pressure in the cargo tank must be maintained below the set pressure of the safety relief valve for at least 21 days by a waste heat or catalytic furnace. Following a test of the master gas valve for the gas combustion unit, the crew could not restart the gas combustion unit.
