An engineers' alarm shall be provided to be operated from the engine control room or at the maneuvering platform as appropriate and shall be clearly audible in the engineers' accommodation. The engineer alarm in the 2nd engineer's room was taped over and the 4th engineers was unplugged. 74SOLAS(04) II-1/38 17b/c

Resolution: Crew removed tape and reconnected alarm and was verified prior to departing the vessel.
