Machinery must be designed and maintained to provide safe operation of the towing vessel under normal and emergency conditions. Vessel reported a failure to the starboard main engine resulting in a loss of propulsion. Make permanent repairs to the satisfaction of vessel's TPO (ITOW) prior to further towing operations. Vessel is authorized transit light boat from LMR MM 208 to LMR MM 106 for repair. After arrival at MM 106 no movement is authorized until cleared by the vessel's TPO (ITOW).
