The installation of fuel lines, including pipe, tube, and hose, must comply with the requirements of this paragraph. A suitable metal marine type strainer must be fitted in the fuel supply line in the engine compartment. The starboard main diesel engine fuel filter was fitted with a plastic petcock.

A vessel of more than 26 feet in length, but not more than 65 feet, must carry a minimum of one life buoy of not less than 24 inches in diameter. Each ring life buoy with a floating waterlight must have a lanyard of at least 3 feet in length, but not more than 6 feet, securing the waterlight around the body of the ring life buoy. On a vessel required to carry only one ring buoy, each floating waterlight must be attached to the lanyard with a corrosion-resistant clip. The grab line of the vessel's 24 inch ring buoy was deteriorated, the floating waterlight lanyard was not secured to the body of the ring buoy, and the floating waterlight lanyard was not attached by a corrosion-resistant clip.

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in a machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space. Two bilge high level alarms, in separate watertight compartments, are installed to provide a visual and audible alarm for the Bilge Forward compartment.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, and the vessel from electrical hazards, including fire and electrical shock. An electrical switch in the engine room overhead is missing its cover.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions were not mounted at the operating station.

Abandon ship, man overboard, and fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the date of the drill and training and a general description of the drill scenario and training topics. Emergency drills were found to either not be conducted and/or not be logged.

Over due Hull Exam

Repair worn / faded retroflective material on 6 adult lifejackets.

Prove proper operation of starboard propulsion system prior to carrying passengers.

Provide proof of serious marine incident testing and EAP requirements in accordance with 46CFR16.240, 46CFR4.06, and 46CFR16.401.

Providing service report for fixed fire fighting system and portable fire extinguishers IAW 46 CFR176.810 (6)(2).

Vsl overdue on COI exam as of 05FEB2007. Exam scheduled for 23FEB2007.

Per operators intentions, replace hull fasteners on port and starboard bow that are bubbling.

Replace/repair sea suction valve for starboard generator.

Replace/repair sea suction valves for old water makers.

Remove bare disconnected electrical wiring leading from hydraulic control pump in engine room.

Install motor mount bolt on starboard main diesel engine.

Install double hose clamps for se water suction hoses on main engines.

Replace water light line and life line on ring buoy.

Prove proper operation of VHF radio.

Conduct underway man over board and fire drills in presence of Coast Guard Marine Inspector.

Prior to taking passengers, make vessel available for an undeway checkride in conjunction with hull exam.

REPLACE ALL EMERGENCY LIGHT BULBS AS NEEDED.

PROVIDE FUEL TANK VENTS SCREENS.

PROVIDE TIDE TABLES AND COAST PILOT IN ACCORDANCE WITH OFFICER IN CHARGE OFMARINE INSPECTIONS, LOS ANGELES-LONG BEACH,CA MEMO DATED 01 JUNE 1992.

PROVIDE ONE ADDITIONAL B-II FIRE EXTINGUISHER WITH BRACKET.

PROVIDE SUITABLE SUCTION AND DISCHARGE HOSES FOR THE HAND FIRE PUMP.

RAISE MAIN DECK AND UPPER DECK RAILING TO 36 INCHES.
