The purpose of this regulation is to prevent the ignition of combustable materials or flammable liquids. For this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed multiple HFO Leaks in purifier romm coming from HFO Separator Pump, HFO Fuel Line from the mix tank, and bypass regulator valve, as well as oil soaked lagging on the bypass regulator valve and HFO line from the mix tank. 17 a.c. - 74SOLAS(20)II-2/4.1.1
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure
