The purpose of this regulation is to prevent the ignition of combustible materials of flammable liquids, means shall be provided to control leaks of flammable liquids. PSCO observed signs of leaking fuel oil coming from gasket of #1 fuel oil settling tank manhole cover. Additionally, accumulation of fuel oil discovered on deck in front of same #1 fuel oil settling tank manhole cover. 74 SOLAS (20) II-2 / 4.1.1
