In ships where deck cargo may be carried, the positions of the hydrants shall be such they are always readily accessible and the pipes shall be arranged as far as practicable to avoid risk of damage by such cargo. According to 33 CFR 160.212(a)(3)(ii) if a vessels voyage is less than 96 hours they must submit an NOA before departure but at least 24 hours before entering the port of place of destination.
