06199 - Cargo Operations Including Equipment - The master, owner, operator, agent, or person in charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must maintain a ballast water management plan that has been developed specifically for the vessel and that allows those responsible for the plans implementation to understand and follow the vessls ballast water management strategy. The ballast management plan does not give clear guidance to the ships crew in regards to ballast water management practices in the United States. Vessel is passed their compliance for installing, and using, a ballast water treatment system and therefor cannot discharge ballast water in the United States unless it is treated. Flow through exchanges are no longer authorized and the ballast water management plan should reflect that. - 33CFR151.2050(g)
