While ships are operating within an emission control area the
sulphur content of fuel oil used on shipboard shall not exceed 0.10% m/m. Vessel reported that they are not able to use the Ultra Low Sulphur Fuel oil currently on board because of a possible pump issue that renders the main engine inoperable. Vessel is operating in ECA using fuel oil with a sulpher content of 0.43%. Parts are not available until vessel reaches Panama Canal.

Every tanker shall be provided with means to enable the crew to gain safe access to the bow even severe weather conditions. Such means of access shall be approved by the administration based in guidelines develop by the organization. Elevated catwalk on the open cargo deck, used for firefighting access and means of escape. Vessel did not provide any documentation attesting to the firefighting.
