Fire-Fighting systems and appliances shall be kept in good working order and readily available for immediate use. PSCO identified missing key to emergency generator CO2 control cabinet. Upon further examination, PSCO discovered key broken off in lock to CO2 control cabinet. Crew was only able to access CO2 control release through use of bolt cuttters.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure

...the company should ensure that: any non-conformity is reported, with its possible cause, if known. Vessel SMS requires monthly inspection of CO2 System. Item "A" of SMS requires all release and control positions are readily accessible. During recent monthly inspection dated 15 July 2022, crew failed to identify a key broken off in the lock to CO2 control cabinet redering system unavailable for immediate use.
