Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed davit system for rescue boat inoperable. While witnessing lowering of rescue boat, PSCO observed failure of davit system to heave rescue boat up.
