Vessel life float found with deteriorated life lines and nylon webbing that has sever UV damage. Operator opted to remove life float instead of replacing. Vessel operating in LBS+LC in warm water restricted to 3 miles from shore equipped with float free EPIRB not required to carry primary life saving equipment.
