Means shall be provided whereby normal operation of propulsion machinery can be sustained or restored even though one of the essential auxiliaries becomes inoperative. Vessel experienced reduction of propulsion during outbout pilot trainsit from the pier.

A second source of energy shall be provided for an additional 3 starts within 30 minutes unless manual starting can be demo to be effective. On April 14, the spring starter drive shaft ring cracked making the spring starter inoperable.
