PSCDO was notified that vessel's main engine was unable to produce astern propulsion during mooring operations. Vessel is restricted in movement from the pier until satisfactory repairs are completed and provide class attestation to proper function of Main Engine. 74 SOLAS 20 I/11(a) - 60(a)(c)
