The Condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea with out danger to the ship or persons on board. PSCDO was notified that vessel's main engine was unable to produce astern propulsion during mooring operations. Vessel is restricted in movement from the pier until satisfactory repairs are completed and provide class attestation to proper function of Main Engine. 74 SOLAS 20 I/11(a) - 60(a)(c)

Action required: 60 - Rectify deficiencies prior to movement
