The ring, lines, and letters shall be painted in white or yellow on a dark ground or in black on a light ground, and be perminantly marked. The ring, lines, and letters on the port side of the vessel are badly rusted and no longer white or yellow on a dark ground, and do not match the vessel's Load Line Certificate due to being bent on the Winter Load Line.
