Cargo ships may carry one or more totally enclosed lifeboats complying with the requirements of section 4.6 of the Code of such aggregate capacity on each side of the ship as will accomodate the total number of persons on board; and every totally enclosed lifeboat shall be provided with a rigid watertight enclosure which completely encloses the lifeboat. Approximately 2mm hole found on port lifeboat underneath forward release mechanism.

An International Certificate of Fitness for the carriage of Dangerous Chemicals in Bulk shall be issued. Such a certificate shall be drawn up in the form corresponding to the model given in the appendix.
The form for the COF in the appendix lists section 6.1 as "only in accordance with loading conditions verified compliant with intact and damage stability requirements using the approved stability instrument fitted in accordance with paragraph 2.2.6 of the Code."
Vessel's COF, certificate No. 87618-V021-014A, issued 11AUG2016 (after applicability of stability instrument requirement in IBC 2.2.6) has section 6.1 as "only in accordance with the loading conditions provided in the approved loading manual, stamped and dated 08APR2011 and signed by a responsible officer in the RINA."
Vessel's COF is in the incorrect form and does not attest to the ship having a stability instrument that meets IBC 2.2.6.

Code 0120 The International Load Line Certificate (1966) shall not be delivered to the ship until the officer or surveyor acting under the provisions of article 13 of the present convention has certified that the marks are correctly and permanently indicated on the ships sides.
