The venting arrangements shall be so designed and operated as to ensure that niether pressure not vacuum in cargo tanks shall exceed design parameters and be used as to provide for the passage of large volumes of vapor, air or inert gas mixture during cargo loading and ballasting, or during discharging. PSCO noticed minimal vapors emitting from the vacuum side of the Port Slop Tank P/V Valve.
