Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reported a coolant line parted on stbd MDE while vessel pushing barge on the Delaware River. Crew investigated and found bolt broke and caused tension on the coolant line. Vessel was able to operate on port MDE. Complete repairs to the satisfaction of the TPO prior to towing/commercial operations.
