The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in al respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO found numerous water leaks on the following equipment in the engine room: heat exchange for Ship Service Generators, #1 Fire/GS Pump, machine cool salt water pumps. Vessel has been requesting parts to keep up with maintenance of this equipment, but the company has failed to provide necessary parts to fully effect permanent repairs.

The Coast Guard granted an inbound letter of deviation, restricting the vessel from departing the Port of Brownsville until the vessel was cleared by the Coast Guard. On November 21st, while still restricted, the vessel departed the port without notifying the Coast Guard, in violation of the provisions of the letter of deviation.
