The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Due to change of vessel owner/operator and location, the vessel must complete an In-Service Inspection with an attending CG Marine Inspector to verify compliance with documentation and equipment, and performance of MOB, Fire, Abandon Ship drills, PRIOR to the carriage of passengers.

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: The radio operator must hold a marine radio operator permit or higher class license. Vessel does not have a radio operator. Provide evidence of Marine Radio Operator Permit to the USCG. 47CFR80.159(e)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Vessel is missing emergency instructions. Have emergency instructions posted or readily available at the helm. 46CFR185.510

The master of a vessel shall have examined and tested the steering gear, signaling whistle, propulsion controls, and communication systems of the vessel prior to getting underway for a voyage. Vessel does not have a means to operationally test the VHF radio. Complete a VHF radio check and Digital Selective Calling (DSC) test call on the VHF radio IAW MSIB 20-20 to the satisfaction of the attending CG Marine Inspector. Vessel is restricted to no more then 1000 feet from shore until rectified. 46CFR185.320

The ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018. Retroreflective material is worn and faded. Replace retroreflective material on the ring life buoy. 46CFR185.604

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: External inspection of fuel tanks and inspection of tank vents, piping, and pipe fittings Inspection of all fuel system. The fuel tank fill cap assemblies have an accumulation of debris preventing proper sealing of the cap. Clean the fuel tank fill cap assemblies to the satisfaction of the attending CG Marine Inspector. 46CFR176.804

Vessel does not have emergency instructions or posted. Provide proof of posting and having emergency instructions on board.

Vessel has in use battery uncovered and unmounted on the open deck with possibility for electrocution hazard. Have battery mounted or covered to remove possible electrocution hazard.

Vessel does not have emergency broadcasting instructions or placard posted. Provide proof of obtaining and posting emergency broadcasting instructions.

Conduct satisfactory sea trials.

Only has 4 flares, add two flares before carrying passengers. (180.68)

Vessel only has 30 of 32 requiired type I PFDs, only carry 30 total persons until added (46CFR180.71)

Radio receives, but doesn't transmit. Stay 1000 fett from shore until radio is fixed. (46CFR176.800)
