DUE TO THE OBJECTIVE EVIDENCE DETAILED IN THE BELOW DEFICIENCIES, THE VESSEL IS NOT IN SUBSTANTIAL COMPLIANCE WITH RELEVANT CONVENTIONS, CALLING INTO QUESTION THE ADEQUACY AND IMPLEMENTATION OF THE VESSEL'S SMS UNDER THE ISM CODE.
