The company should establish procedures for the preparation of plans and instructions including checklists for key operations. PSC examiners observed asphalt residue on several areas of the deck by cargo tank and cargo truck tank #4 portside. A review of the vessels cargo operations procedures clearly oulines procedures for effective cargo loading. SOLAS 2014 Chap IX Reg 3.1 ISM code part 7

Resolution: Received report of survey from Bureau Veritas surveyor attesting to satisfactory inspection of all cargo deck areas, finding no sign of asphalt residue on deck.
