The Administration shall be satisfied that adequate arrangements are in place to ensure that the performance of the equipment required by this chapter is maintained. PSCOs observed objective evidence that the vessel's VDR was inoperable due to showing an error. Captain and electrician were unaware of the location of the error source. When checking the VDR's manual, PSCOs discovered the error resulted in the VDR not communicating properly and recording the data required by IMO Res. A.861(20) 74SOLAS(20)V/16.1
