When operating a vessel on a body of water where the discharge of treated or untreated sewage is prohibited by the EPA under 40 CFR 140.3 or 140.4, the operator must secure each type II device in a manner which prevents discharge of treated or untreated sewage. PSCO discovered the vessel performing a transfer of treated sewage from the grey water holding tank to the hold cleaning bilge tank(p) and sewage leaked into the water through overboard valve BG-32. 33 CFR 159.7(b) 10c

Oil fuel pipes, which, if damaged, would allow oil to escape a storage, settling or daily service tank having a capacity of 5001 and above situated above the double bottom, shall be fitted with a cock or valve directly on the tank capable of being closed from a safe position outside the space in which such tanks are situated. PSCO observed a wooden block placed in the MGO Service Tank (F-103V) fuel valve preventing the closing in the event of emergency. Chief Engineer stated the valves in the G/E Group were tested on 31 DEC 2023 and the block for valve F-103V was not removed after testing. SOLAS (2020) II-2/4.2.2.3.4 40ac

14 - Pollution Prevention › 141 - MARPOL Annex I › Oil filtering equipment

Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with the paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 parts per million. In considering the design of such equipment and approvals, the Administration shall have regard to the specification recommended by the Organization. PSCO observed that during an operation of the Oily Water Separator on 10 AUG 2023 from 09:39L/T to 11:39L/T, as logged in the Oil Record Book, approximately 11.8 m3 of water was processed through the system and discharged overboard. The maximum throughput of the Oily Water Separator as stated on the IOPP Form A is 5 m3 per hour, therefore calling into question the validity of the throughput of the Oily Water Separator.
